Building Bridges for Safer Roads: Citian at GHSA 2025

For the third time, Citian had the honor of joining the Governors Highway Safety Association (GHSA) Annual Meeting, and what an incredible experience it was. Held in historic Pittsburgh, PA, GHSA 2025 brought together safety professionals, law enforcement, and technology infrastructure experts united by a common mission: making our roadways safer for all users.

A Shared Commitment to Safety

At its core, GHSA is about collaboration. This year’s theme focused on integrating behavioral and infrastructure approaches, an idea that deeply resonates with Citian’s mission. Traffic safety is not just an engineering problem or a human behavior challenge; it’s both. Solving it requires aligned, multidisciplinary action.

The conference provided a platform to explore successful models from across the country, examine persistent barriers, and highlight strategies for aligning behavioral interventions with roadway design and engineering. It was an energizing and thought-provoking week.

One of the event’s key sessions, “Building Bridges: Integrating Behavioral and Infrastructure Approaches for Safer Roads,” brought this theme to life. Our own Ryan Westrom, Chief Strategy Officer at Citian, joined a powerhouse panel that included:

The conversation highlighted the need for a multifaceted approach to traffic safety, one that combines enforcement, education, and engineering. Ryan discussed how infrastructure design choices can either amplify or undermine behavioral interventions, and emphasized the importance of data-driven tools in evaluating the effectiveness of safety strategies.
